Reducing staffing risk when building the system
If staff is needed to build a technology system but you aren’t in a position to hire full-time employees, consider using consultants in a way that reduces your cost exposure. If the project has longer-term opportunity than is known at the current time--or you believe the project will be longer-term but can give an unconditional guarantee--negotiate a rate based on the best-case long-term scenario. To cover the vendor, add a “snap back” rate in the contract that will be reapplied to the hours worked if the project is cut short due to economic or other conditions.
Another standard approach to handle extra work if you don’t have the ability to hire IT staff is to simply outsource the project. When outsourcing a development effort, share risk by paying on deliverables. Paying on deliverables is similar to how a bank releases funds when a construction company is building a house. With each passing milestone, after verification it has been met, a payment is made. This approach of milestones works best if you are concerned that the offer may be too good to be true. Like the staffing scenario, the twist on the outsourcing standard is to agree on a list of “acceptance criteria” for each deliverable before work starts on the project. This insures that both sides have a clear understanding of the word “finished” for each deliverable.
